First One Northwards from the Alps

Prague’s university was founded by the Czech and Roman king Charles IV by a charter from 7th April 1348 as the first university northwards from the Alps and eastwards from Paris. Charles University thus belongs to one of the oldest universities in Europe.

Since its foundation, the university followed the example of the Bolognese and the Parisian universities and in a short time became internationally famous. The university consists of four faculties: faculty of theology, of arts, of law, and of medicine. Not only Czech but also many foreign teachers and students were members of the academic community of the university, especially those from Central European areas for whom the university in Prague became accessible and erudite university of Studium Generale. Charles´s son and successor Wenceslas IV extended his influence on the university and in 1409 strengthened also the position of the native members of the academic community by a Kutna Hora Decree. A territorial character of the Prague Studium Generale was emphasized by the protest departure by some of the masters and scholars from the Prague university. One more important act is related to Wenceslas IV. In 1383 he obtained one of the nicest Old Town palaces for the university. The palace had been built shortly before that by a wealthy patrician, royal master of the mint and banker Johlin Rotlev (Rotlöw).

Since its reconstruction in 1386, Carolinum – that is the name that the palace was given and which is even used today – served not only as a residence to Prague’s professors, who lectured and lived there, but also as the solemn gathering place of the university and the seat of the chancellor, academic representatives and offices. Sources have it that until that time, many places in Prague had been used for teaching, mainly individual teachers’residences.

Shortly after the Prague University influenced by the Hussite movement preceding the European Reformation changed its character. The university rector, Master Jan Hus, became very influential at the university. In following social and political revolution the university was reduced to one faculty- faculty of arts (artium)- as a prototype of future territorial reformation academies.

Another significant period in the history of Prague’s university was the reign of Rudolph II.He created a cultural metropolis where besides a court centre (with scholars Joannes Kepler and Tycho de Brahe) also a university erudition was developing.

In an effort to develop graduate level studies and research in Norway, the Norwegian Research Council (NRC) has selected a PhD proposal submitted by the University of Oslo (UiO) Faculty of Educational Science (UV) as one of five proposals to be funded in the new national research school (forskerskoler) scheme. Earlier this year, the NRC launched a call for proposals to further develop the idea of the Norwegian national research schools, allowing each Norwegian university to submit a maximum of 4 proposals. A total of 27 proposals were submitted and only five were chosen. NRC viewed the high number of applications as evidence that there is a demand for national research schools in Norway.

The UiO programme is a cooperation with seven other institutions in the area of educational research, one of the four programme tracks is on higher education and professional learning. The programme will receive 24 million NOK during an eight year period (2008/9-2016). Budget decisions on the allocation of the UiO programme funding has yet to be confirmed. However, the programme intends to begin in January 2009.

NUS President Honoured for His Achievements in Science and Leadership

NUS President Professor Shih Choon Fong has been conferred the Honorary Degree of Doctor of Science by the Loughborough University, ranked among the top UK universities.

The Honorary Degree is in recognition of Prof Shih’s contributions to materials science and engineering, and to university leadership.

“As President of NUS, he has articulated the vision of NUS as a global university, and pursued that vision with vigour

and success. The University is in the top 20 of the world rankings compiled by the Times Higher Education Supplement in the UK, and in the top 10 for Engineering and IT,” said Vice-Chancellor of Loughborough University, Prof Sir David Wallace in his citation at the ceremony held on 4 September at Shangri-La Hotel.

Other recipients of honorary doctorate from Loughborough include former Deputy Executive Director of the Singapore Sports Council, Mr Tan Eng Yoon and former Deputy Prime Minister Dr Tony Tan.

Top 10 Green SchoolsThe Green Guide has posted the top ten green schools in the nation. Guess who’s not on it. The University of Arkansas, which could also be called the University of the Natural State.

Once upon a time, I was a proud employee (sarcastic undertone detected?) of the UofA. As a matter of fact, I was part of the notorious Grounds Crew (then later as an actually proud employee of the UofA’s Printing Services, who are at least slightly more earth friendly, but under no mandate to be so.) The Grounds Crew, caretakers of the lands. We mowed, we trimmed the hedges, we weeded and planted many standard flowers, we sprayed hundreds of gallons of pesticides and herbicides across Fayetteville. I never said anything. Although, I thought many things. Many bad, bad things. I don’t think I’ll ever let myself do that again. Much of what I do now, I hope, will make up for all the chemicals I dumped before.

If you are a student, faculty or staff of the UofA, please remember there is more than one reason to Stay Off the Grass! And don’t eat near it, let your dog’s play on it, play on it yourself, or take it home on your shoes. It’s tainted and abused. Dr. John White has many assistants. Perhaps we can convince one of them to make help make a difference. Tell them we believe part of a quality education is a clean environment. Education: TAKS, Tuition, and Top 10%

For Texas universities, Sen. Judith Zaf­fir­ini, D-Laredo, chair of the Higher Education Subcommittee, has outlined five major issues: tuition deregulation and financial aid, mentoring, reforming the state's top 10% law, tuition revenue bonds, and setting up national research universities. "I want to keep top 10%, but we have to offer UT-Austin and Texas A&M some relief," Zaffirini said of the law guaranteeing the top 10% of high school students admission to the state university of their choice. The law was an attempt to ensure diversity after the Hopwood decision, but it has limited the schools' abilities to look beyond grades and test scores in admissions.

For public schools, House Public Educa­tion Chair Rob Eissler, R-the Woodlands, expects an effort to replace the Texas Assessment of Knowledge and Skills test with an end-of-course exam system, with a greater focus on readiness for postsecondary education. As always, funding will be an issue: "The districts want more help from the state. ... The state needs to take a more active role," Eissler said. He speculated that the state needs to find ways to apportion funding beyond the weighted average daily attendance system.– Lee Nichols

The School of Business of Hong Kong Baptist University (HKBU) has achieved top 10 status globally for its published research output, with its international business research ranked sixth in the world and its finance research tenth in the Asia-Pacific region.

The sixth place ranks the School of Business higher than such renowned institutions as Cambridge and Harvard universities, according to a research paper entitled "International business research: Trends and school rankings". HKBU is also one of the two local universities in the first 30 on the list.

The study used 10 years of publication data (1995-2004) from four leading international business journals, namely the Journal of International Business Studies, Journal of World Business, International Business Review and Management International Review.

A second research paper, "Ranking of finance programmes in the Asia-Pacific region: An update", said the School ranked tenth among 170 Asia-Pacific universities for the period 2000-2004 based on research output appearing in 21 leading finance journals. The University's ranking has surged from 30 th place in 1990-1994 and 19th in 1995-1999.

Professor Simon Ho (何順文), Dean of the School of Business, is pleased with the School's outstanding achievements in academic research. "The ranking is based on the total number of publications of each university regardless of the faculty size. Both our rankings could have been higher if they were measured on a per capita basis," he said. Professor Ho proactively encourages faculty members to scale new heights in business research.

The two research papers appear in International Business Review (Issue 15, 2006:317-338) and Pacific-Basin Finance Journal (Issue 13, 2005:584-600) respectively.
